Public Service Training For Tuvalu

“Public Servants in Small Islands Developing States (SIDS) of the Pacific Island Countries (PICs) deserve to be given special opportunity to benefit from training and capacity building programs in public administration given the increasing vulnerability of such countries to the effects of globalisation and climate change.  These are the comments of Mr Parmesh Chand, Director of the Pacific Islands Centre for Public Administration (PICPA) as the Centre completes finalisation of the arrangements for the first ever cohort of 25 public servants to participate in a post graduate level in country course offered as part of the Graduate Certificate in Public Administration.

Mr Chand said that the MG453 (Public Policy Analysis and Leadership) course would provide an opportunity for the participants to discuss and debate emerging issues, concepts and practices in public administration.

While topical subjects such as role of government, understanding public policy, conducting policy analysis, understanding leadership and leading public organisations would form the core of teaching and learning, participants will also have the opportunity to contextualise these to issues such as the effects of globalisation and climate change and to the formulation of public policy to deal with these changes. It is important for public servants of today to have a good understanding of developments in the region and internationally and how these impact on their work.

The Course in Tuvalu will be from 9th – 19th May, 2016 and will be taught by Dr Desmond Amosa, Advisor Capacity Development and Training at PICPA under the overall supervision of the Faculty of Business and Economics at USP.  It will involve at least 40 hours of participatory lectures, presentations, completion of a major assignment and sitting of an examination.

PICPA is grateful for the assistance provided by Mr Fakavae Taomia, Secretary for Human Resource Management, Office of the Prime Minister, in co-ordinating the nominations and arranging the logistics for teaching of the Course.

PICPA is a specialist centre which responds to the identified needs and plans of Pacific Island Countries (PICs) for strengthened public administration to enable improved service delivery and faster economic growth.  The Centre is headed by a Director, with two Advisors, a Programme Manager and three support staff.  It is perfectly positioned within the University of the South Pacific (USP) to network and utilise the resource capabilities of the University for training and capacity building in project preparations, monitoring and evaluation, public finance management, procurement, governance and leadership development etc.  The Centre is funded by the Government of Australia.
