About Us

Our Vision

The Pacific Islands Centre for Public Administration (PICPA) is a specialist centre which responds to the needs and plans identified by Pacific Island Countries (PICs) for strengthened public administration to enable improved service delivery to their people and foster economic growth.

Our Mission

To provide sound and timely advice and services to each Pacific Island Country (PIC) with the objective of improving the workforce development capabilities of their public administrations at regional and national levels and the individual competencies of their staff in public administration.

Outcomes

PICPA will contribute to the following outcomes:

  • PIC public servants skills better matched to their governments needs as a result of exposure to quality public administration learning opportunities, primarily in their countries, which progressively are articulated with other training and accredited;
  • PICs have adequate information on the size, characteristics and cost of their public sector workforces (disaggregated by Ministry) and have the capacity to utilize that information to best deploy and develop their workforces in support of national development goals; and
  • PICs are implementing changes to their public sector workforce planning, management and development systems to improve their effectiveness and efficiency.

PICPA aims to help PIC governments improve the performance of their public services.  It does this by providing:

  • Advisory services on public policy issues including budget and performance management and workforce planning through short term visits from its team of specialist advisers;
  • Capacity development activities with PICs including one on one mentoring and coaching;
  • Training programs held in-country or within the region, comprising accredited courses and other short courses based on curriculum developed in consultation with PICs.

It is housed within The University of the South Pacific and works with the Public Service Commissions and other key central agencies (such as the Office of the Prime Minister/President and Ministry of Finance of PIC governments).  It responds to the identified needs expressed by PIC governments.
